Who can apply: first home, income, and what banks decide

25 Aug 2026 · 7 min read · Rules as of 28 Apr 2026

The federal rule is first-time homeowner with a CNIC. There is no single official income floor. Your bank still runs CIB, DBR, and its own minimums.

Published scheme eligibility is narrow on the borrower side: a Pakistani citizen with a valid CNIC who does not already own a housing unit. Banks take an undertaking. If that later proves false, subsidy recovery and penalties can follow (official FAQ language — re-read it on the portal before you sign).

Income is not one government number

There is no federal minimum or maximum income printed as a scheme-wide rule. Banks use their own income models. Two public examples from bank pages during our 25 August 2026 review: Allied Bank cited a minimum net disposable income of PKR 37,000; Meezan cited a minimum gross of PKR 40,000. Other banks differ. Ignore blogs that invent a PKR 25,000 “scheme minimum.”

Debt burden

SH&SFD Circular No. 02 of 2026 (28 April 2026) set total monthly amortisation, including other consumer finance, at no more than 65% of net disposable income for this scheme. Older “33% DBR” copy is stale.

Why files still get rejected

In July 2026 briefings, an SBP official attributed scheme rejections mainly to defaults, weak credit history, and applicants withdrawing — not to a published “title rejection” statistic. Credit can fail even when the house fits the size cap. Bring a clean CIB story before you pay bayana.
