How to apply: bank file, 15 working days, and a complete property packet
25 Aug 2026 · 7 min read · Rules as of 28 Apr 2026
Pick a participating bank, keep the application complete, and do not start the 15-day clock with half the title papers missing.
1. Confirm you are a first-time buyer
If any housing unit sits in your name, stop. The scheme is not a refinance product for people who already own.
2. Shortlist a participating institution
Use the current list on apnaghar.gov.pk. Compare that bank’s own income floor, city network, and Islamic vs conventional product. Allied Bank, for example, publishes a nine-city list that includes Lahore. Meezan describes availability where it has branches. Do not assume every PFI will take every locality.
3. Find a unit that can sit inside the caps
Run size, purpose, and price through a dated checker before you pay token money. Then collect seller papers: registered title or PLRA Property / Green Certificate where that regime applies, not a file in LDA-jurisdiction schemes after 1 July 2026.
4. Open the file and keep it complete
SBP directed participating banks not to take more than 15 working days for the credit decision once a complete application is in (Circular No. 02 of 2026, 28 April 2026 — widely reported). Incomplete property documents reset the clock. HBL’s own home-finance notes still put Search Certificate, NEC, NOC, and mutation on the customer, not on branch staff.
5. Valuation and security
Under the scheme facilitation measures, properties up to PKR 5 million may be valued internally; above that a PBA-panel valuator is in play (confirm the latest circular PDF). From 18 August 2026, housing finance of up to PKR 5 million may use a lien supported by a PLRA Green Property Certificate or provincial equivalent (Regulation HF-7). The average scheme ticket reported in mid-2026 briefings was about PKR 4.8 million — so that path is relevant, but still the bank’s call.
